Program Manager
Shiloh Mann joined The OutFit, Inc. in 2018 as the Deputy Program Manager for the Defense Health Agency (DHA) Facilities Operations Branch (FOB) support contract and is now the Program Manager for the Defense Medical Logistic Standard Support-Facility Management (DMLSS-FM) OCONUS Support Contract. She is a DMLSS-FM Subject Matter Expert (SME) with a wide array of experience including DMLSS utilization, standardization, data analysis, reporting, implementation and training for the Air Force, Army and Navy Service Medical Agencies (SMA). Shiloh is currently at the forefront of transitioning and merging the DMLSS-FM programs for the SMAs into the DHA as well as the developing and testing LogiCole, the web-based program that will replace DMLSS in the near future.
Shiloh began her DMLSS support career as an entry level Database Sustainment Specialist (DSS) supporting Sheppard Air Force Base Hospital. Since then, she has served in multiple support and management roles at all levels from data entry to Managing Director of DMLSS. Always rising to the top in every position, she is now recognized as one of the leading DMLSS experts and is a trusted advisor to the DHA FOB leadership as well as a dedicated mentor and leader to her team. While serving as a data analyst with the Air Force Medical Support Agency (AFMSA), Shiloh was responsible for DMLSS standardization throughout Air Force Medical Facilities worldwide, where she developed the Real Property System Standard (RPSS) currently being used by all Defense Health Agency (DHA) medical platforms worldwide.
Shiloh earned her Bachelors degree in Healthcare Management from Colorado Technical University and is also a Certified Healthcare Facility Manager (CHFM). In addition, she served 3 years in the Air Force as a 3M051 in the Support Services career field. In her spare time, she enjoys building memories with her family (dancing, camping, swimming and riding her motorcycle).
Senior Analyst
Shanna Dowling joined The OutFit, Inc. team in 2018 as a Senior Program Analyst. She has a diverse background from distinctive industries. Beginning her career in biotech after college, she spent a few years in the oil & gas industry, moved on to commercial construction and finally landed in military healthcare facilities.
She brings 19+ years of experience in project planning, programming and management. As a project engineer supporting multimillion dollar projects for Chevron and Tesoro, she was responsible for coordinating all equipment and materials while maintaining project schedules and budgets. Shanna has served in many roles for the Army Medical Command (MEDCOM), working as a Project Integrator at Regional Health Command-Pacific, the Transition Officer for Winn Army Community Hospital and a Senior Analyst for MEDCOM HQ G9 Facilities. Shanna was instrumental in her support to MEDCOM G9, ensuring the successful execution and management of the $900M+ Sustainment, Restoration, and Modernization (SRM) project program.
Her extensive knowledge in program management has been vital in assisting Defense Health Agency (DHA) with merging the Service Medical Agencies SRM and Initial Outfitting & Transition programs. She currently leads the DHA Defense Medical Logistics Standard System (DMLSS) Analytics Team who provides valuable Facility, Room and Real Property Installed Equipment (RPIE) metrics, reports and dashboards that assist DMLSS and DHA-Facilities Enterprise Leadership in making informed facility decisions.

Assistant Chief of Staff
Over the course of his 6 years at The OutFit, Mike has worn many hats. After being hired on as an Analyst, he became an Assistant Project Manager, Sustainability Project Manager, Owner’s Representative, Business Development, Program Manager, and most recently, Assistant Chief of Staff.
When reflecting upon his positions, Mike shared that the one that stood out the most was his Owner’s Representative role. He was living on the rim of the Grand Canyon for a year overseeing the construction of National Park hotels, on behalf of the Department of the Interior.
Mike’s favorite travel spot is Basalt, Colorado where his family vacations every summer. He takes his 2-year-old English Lab, Hondo, alongside his adventures. Mike and Hondo love to hike and be outdoors. They survived lockdown together by running and riding a bicycle daily. When asked about goals for the future, Mike shared he wants to finish his pilot’s license. The lengthy process is almost complete, and he dreams of flying over the mountains.
Chief of Business Operations
After an extensive career in managing accounts payable, receivable, payroll, and bookkeeping, Lori took an opportunity to apply her knowledge and go into the Government Contracting Business in 2016. As this task was coming to an end, Lori joined The OutFit in October of 2018 as a Project Support Specialist. Supporting the staff on her team while learning more about Government Contracting became very important as she could see how their efforts directly affected our troops and their families.
Seeing the commitment of The OutFit’s leadership to the Mission and employees made it easy for Lori to pursue a position in the Finance Department when it came available in February of 2019. Through continued growth and opportunity, Lori was promoted to Chief of Business Operation in January of 2022.
Lori loves the sun and spends lots of time on the water with her family and friends, from the lake to the river, to the coast. She is a proud member of the non-profit Dewville Social Club who helps raise money to support local families in need, youth organizations, as well as St. Jude Children’s Hospital and Texas Children’s Hospital in the fight against childhood cancer.

Brandy Worley is the Owner, President, and CEO of The OutFit. Graduating college as a Development Planner, she served the State of Texas and several municipal governments planning cities, transportation, and healthcare facilities. She served as Executive Liaison to the Texas State Senate and had found great success before deciding to marry an Army Medical Service Corps Officer. Once immersed in the army lifestyle, she realized a need for honest, qualified, and informed government contractors for US Army Medical Treatment Facilities. This realization altered the course of her original career plans.
From leading a team of planners and analysts supporting the development of facilities in Korea, to providing coordination, proposals, and facility planning for MEDCOM projects throughout the country, Brandy has developed a reputation for building and leading elite teams of professionals.
Through the last 15 years in the military health system industry, Brandy has worked closely with the Defense Health Agency, Army, Navy, and Air Force, as well as the US Army Corps of Engineers in some capacity on every medical treatment facility within the department of defense inventory. Her exceptional service to the government client has always been met with the highest regards. Brandy’s solid work ethic and intense passion for her country, military servicemembers and their families, makes her incredibly dedicated to her company and its goal to be a part of the solution in meeting the healthcare needs of America’s heroes; past, present, and future.
