Chief of Operations
Shanna Dowling joined The OutFit, Inc. team in 2018 as a Senior Program Analyst. She has a diverse background from distinctive industries. Beginning her career in biotech after college, she spent a few years in the oil & gas industry, moved on to commercial construction and finally landed in military healthcare facilities.
She brings 19+ years of experience in project planning, programming and management. As a project engineer supporting multimillion dollar projects for Chevron and Tesoro, she was responsible for coordinating all equipment and materials while maintaining project schedules and budgets. Shanna has served in many roles for the Army Medical Command (MEDCOM), working as a Project Integrator at Regional Health Command-Pacific, the Transition Officer for Winn Army Community Hospital and a Senior Analyst for MEDCOM HQ G9 Facilities. Shanna was instrumental in her support to MEDCOM G9, ensuring the successful execution and management of the $900M+ Sustainment, Restoration, and Modernization (SRM) project program.
Her extensive knowledge in program management has been vital in assisting Defense Health Agency (DHA) with merging the Service Medical Agencies SRM and Initial Outfitting & Transition programs. She currently leads the DHA Defense Medical Logistics Standard System (DMLSS) Analytics Team who provides valuable Facility, Room and Real Property Installed Equipment (RPIE) metrics, reports and dashboards that assist DMLSS and DHA-Facilities Enterprise Leadership in making informed facility decisions.

Chief of Business Operations
Lori joined The OutFit in October 2018 as a Project Support Specialist for the Defense Health Agency (DHA) Facilities Operations Branch (FOB) support contract. In this role, Lori worked closely with subject matter experts, gaining valuable insights into government contracting and recognizing the significant impact that dedicated professionals have on supporting our troops and their families. This experience ignited her passion for the industry.
Inspired by the company’s commitment to both the mission and its employees, Lori transitioned to the Finance Department in February 2019. Through continued growth and opportunity, she was promoted to Chief of Business Operations in January 2022.
Beyond her professional accomplishments, Lori is an active member of the Dewville Social Club, a 501(c)(3) non-profit organization that raises funds to support local families in need, youth organizations, as well as St. Jude Children’s Hospital and Texas Children’s Hospital in the fight against childhood cancer.
Brandy WorleyPresident | CEO
Brandy Worley is the Owner, President, and CEO of The OutFit. Graduating college as a Development Planner, she served the State of Texas and several municipal governments planning cities, transportation, and healthcare facilities. She served as Executive Liaison to the Texas State Senate and had found great success before deciding to marry an Army Medical Service Corps Officer. Once immersed in the army lifestyle, she realized a need for honest, qualified, and informed government contractors for US Army Medical Treatment Facilities. This realization altered the course of her original career plans.
From leading a team of planners and analysts supporting the development of facilities in Korea, to providing coordination, proposals, and facility planning for MEDCOM projects throughout the country, Brandy has developed a reputation for building and leading elite teams of professionals.
Through the last 15 years in the military health system industry, Brandy has worked closely with the Defense Health Agency, Army, Navy, and Air Force, as well as the US Army Corps of Engineers in some capacity on every medical treatment facility within the department of defense inventory. Her exceptional service to the government client has always been met with the highest regards. Brandy’s solid work ethic and intense passion for her country, military servicemembers and their families, makes her incredibly dedicated to her company and its goal to be a part of the solution in meeting the healthcare needs of America’s heroes; past, present, and future.

DMLSS OCONUS Program Manager
Chief of Staff
Over the past nine years at The OutFit, Mike has engaged in contracting for the U.S. Army Medical Command, the U.S. Defense Health Agency, and the Department of the Interior, taking on various roles in leadership, data and project management.
As Chief of Staff, he supports executive consultation, team performance measurement, and daily operations management, acting as a vital communication liaison for field staff. Currently, Mike serves as the OCONUS Program Manager for the Defense Medical Logistics Standard Support (DMLSS) Facility Management Sustainment, where he oversees a diverse team of 48 personnel across eight countries, including Germany, Belgium, England, Spain, Guam, Turkey, South Korea, and Japan. Before this role, he contributed to the CONUS DMLSS as Deputy Program Manager, where his leadership emphasized employee development, adherence to widespread task requirements, and the effective management of multiple teams.
In addition, Mike acted as the Owner’s Representative providing direction on project feasibility, construction impacts, and constructability issues, for a $25 million hotel replacement project at Grand Canyon National Park, representing the Department of the Interior. He also supported local initiatives focused on preserving historically significant buildings during his time in Arizona.
Early in his career, Mike worked in wealth management, helping to advise family foundations after earning his degree in Finance from Abilene Christian University.
Mike’s favorite travel destination is Basalt, Colorado, where his family vacations every summer. He loves to take his 5-year-old English Lab, Hondo, to explore open spaces and find some adventure.

CADD Program Manager
Mr. James Gallegos is our CADD Program Manager. As one of the most tenured employees of The OutFit, Inc., he has a thorough understanding of delivering superb service and ensuring even the smallest of details of a project are considered. Through his tenure, he has held every CAD position at The OutFit and is grateful for each opportunity to be of service. He has assisted in many ventures in support of our Department of Defense (DoD) clients and in doing so, some of his daily initiatives include SOP research and development, best practices collaboration, analytics development, personnel management and training, along with project planning and execution. Although he oversees his team, he strongly believes the success and value which he brings to his projects, is only made possible with the support of the outstanding CADD team members who support him.
Mr. Gallegos graduated from Texas A&M University College Station with a Bachelor of Science in Urban and Regional Planning. There, he found a passion for the planning and design process. He attributes much of his knowledge and skill set to his schooling, however, knows education and the learning process will only continue throughout his career.
In his leisure time, James enjoys capturing moments with photography and more importantly, spending time with his wife, Sandra and their two children, James Jr and Luna.
RPIE Program Manager
Andy Kahnke joined The OutFit, Inc. in 2016 as a Real Property Installed Equipment (RPIE) Technician, conducting RPIE surveys on military installations across the country. With nearly 10 years of RPIE experience, he has become Subject Matter Expert (SME) in Real Property Systems (HVAC, Life Safety/Fire Protection, Electrical, Plumbing, and Emergency Power). He has experience in managing RPIE surveys, data analysis, and working in Defense Medical Logistics Standard Support (DMLSS).
Andy has led RPIE Survey projects at some of the largest military hospitals in the country including Walter Reed National Military Medical Center which is over 4 million square feet of space, and managed team as large as 12 members on-site. He has also led projects overseas including sites in Germany and Japan.
Andy earned his degree in Urban and Regional Studies at Minnesota State University, Mankato. In his spare time he enjoys spending time with his girlfriend, Tory, and his German Shepherds, Kai and Naz, as well as cheering on the Minnesota Vikings during the football season.
