DHA Health Facility Planning Support

The OutFit assists in multiple aspects of medical facility planning for all Defense Health Programs (DHP). This includes preparing scope of work statements for proposed contract planning, drafting market population and workload data analyses and projections, providing facility assessments, developing strategic facility concepts of operation (CONOPS), performing facility capability gap analysis, evaluating non-facility and facility alternatives, and assisting in the preparation of DoD Form DD1391 project estimates.

Additionally, The OutFit works closely with local, regional, and headquarter-level leadership to present facility planning processes and methodologies, facilitate meetings, and assist in defining facility planning requirements for CONUS/OCONUS sites. Our experienced team offers recommendations to DHA Facilities leadership on strategies for planning/project development, team member training, master planning/visioning, requirements identification, and project developments. We develop space requirements and Programs for Design (PFD), at both the department and room level, and review PFDs performed by others, to ensure the PFD is consistent with DoD medical space planning criteria and industry standards.

The OutFit supports the planning team in coordinating facility infrastructure requirements with operational and space requirements. We provide executive leadership teams with valuable input on translating requirements into a comprehensive facility reuse, and we perform quality assurance for draft and final products to ensure they are accurate, consistent, and achievable. We also conduct detailed assessments of current facilities, non-facilities, and facility alternatives to identify gaps between requirements and capabilities.
